Disabled person card request

Description of the service

It is a card or official document issued by the service department for the disabled in accordance with the regulations of the statute of issuing a disabled card which verifies his situation with the purpose of dealing with governmental and non-governmental authorities concerned with providing services to the disabled.

Conditions for getting the service:

  1. The applicant should be Omani.
  2. The applicant should be one of the disabled.

Required documents:

  1. Fill in an application form (to be obtained from the nearest department or from the Ministry’s website).<./li>
  2. 2 personal photos
  3. A duplicate of the Identity Card or passport
  4. A medical report illustrating the type of disability and blood group

Description of the service procedures

  1. The citizen applies to the nearest social development department to apply for the service.
  2. The employee provides the letter to the Ministry of Health to apply for the medical report
  3. The employee helps the citizen fill the initial information in the form of (disabled person card request) which includes general and study information.
  4. The citizen goes to the Ministry of Health to issue the medical report.
  5. The employee opens the system and electronically enters the information. In the same time, he fills a paper application form and forwards it to the manager.
  6. After approval, the competent employee saves the application and prints the card.

Time for getting the service:

The card is obtained in the same day in a time not exceeding 15 minutes.

A car parking permit for the disabled (foot movement disability)

Description of the service

It is a statement for issuing a permit card for a car parking for persons with kinetic disability to be able to park in the lots dedicated for persons with kinetic disability to facilitate their parking.

Conditions for getting the service:

  1. The applicant should be Omani.
  2. The applicant should be one of the kinetically disabled persons.

Required documents:

  1. A duplicate of the Identity Card or passport
  2. A duplicate of a disabled card
  3. A duplicate of applicable driving license
  4. A duplicate of the car property

Description of the service procedures

  1. The citizen attends with the application to get car parking permit and the competent employee informs him of bringing the required documents.
  2. The employee fills the information in the car parking permit application form and approves it.

Time for getting the service:

The card is obtained in the same day in a time not exceeding 15 minutes.

Compensatory equipment (for the disabled, social security families and the underprivileged families)

Description of the service:

It is a service provided to any one of the needy who apply for getting compensatory equipment or assistance device from the Ministry.

Conditions for getting the service:

The applicant shall be Omani, or his mother shall be Omani and the father is non-Omani.

Required documents:

  1. A duplicate of the Identity Card or passport
  2. A duplicate of the disabled card if the applicant is disabled
  3. Medical report clarifying the situation of the citizen issued by a governmental authority

Description of service procedures

  1. The citizen applies to the nearest social development department to apply for the service.
  2. The competent employee helps the citizen fill the application form for requesting the compensatory equipment and the assistance devices. The required documents shall be annexed to the application.
  3. The employee opens the system and electronically enters the information. In the same time, he fills a paper form and forwards it to the manager.
  4. The required procedures like conducting a social investigation and then evaluating the case are taken by specialists in the Ministry. They also decide to what extent the case is entitled to get the equipment.

    Period for getting the service:

    It depends on the type of the equipment required to be disposed by the Ministry.

Exemption from the fees of permits for recruiting house maids:

Description of the service

It is a service for conducting social investigation for the citizens who applied to be exempted from the fees of the permits for recruiting house maids. It covers persons with kinetic disability, social security families and the underprivileged families).

Conditions for getting the service:

  1. The applicant should be Omani.
  2. The applicant should be one of the persons with kinetic disability.

Required documents:

  1. A duplicate of the disabled card
  2. A duplicate of the Identity Card or passport
  3. A medical report clarifying the type of disability

Description of service procedures

  1. The citizen applies a request letter annexed with the required documents to the nearest social development department to apply for the service.
  2. The employee conducts the social investigation for the citizen. If he meets the conditions, he starts to prepare a formal letter to the Ministry of Manpower.
  3. The citizen forwards the letter to the Ministry of Manpower so he can be exempted from the fees of the permits of recruiting house maids.

Time for getting the service:

The applicant shall get the service in the same day within no more than half an hour.

Aviation fees deduction service

It is a service given to disabled persons where they are given a 50% discount on tickets with Oman Air for the disabled and his companion.

Conditions for getting the service:

  1. The applicant shall be Omani.
  2.  The applicant shall be disabled.

Required documents:

  • A duplicate of the Identity Card or passport
  •   A duplicate of the disabled card

Description of service procedures

  1. The citizen applies to the nearest social development department to apply for the service.
  2. The employee provides a letter to Oman Air Company to grant the special discount for persons with disabilities.
  3. The applicant citizen takes the letter to Oman Air to get a 50% discount given to the disabled and his companion

Time for getting the service:

The applicant will get the letter in the same day within no more than half an hour.

Application for annex building or house maintenance (for the disabled, social security families and underprivileged families)

Description of the service

It is the service of benefiting from the project of building an annex or maintaining a house. It covers (the disabled, social security families, underprivileged families and the elderly).

Conditions for getting the service:

  1. The applicant should be a member of one of the groups sponsored by the Ministry (the underprivileged). The income shall not exceed the amount of (800) eight hundred Omani Riyals including all the incomes of the family members living in the same house.  
  2. The applicant must not have obtained an approval from the Ministry of Housing, the Omani Authority for Charitable Works or other charitable institutions to build a house or has already applied for such house and he is waiting for his turn. The applicant shall not be applicable to eligibility conditions to benefit from the assistances of the Ministry of Housing.
  3. The service is exclusively restricted to provide house maintenance and renovation and introducing improvements only without any construction works with the purpose of facilitating the movement inside the house.
  4. In case the house is not applicable to maintenance in accordance with a report issued by the engineers of the projects and maintenance department in the Ministry, a proposal to build an annex to the family shall be made. The type of the annex shall be specified in pursuant with every case as to consider the number of the family members provided that the matter is forwarded to the Ministry’s Undersecretary to get the approval on changing the type of service.
  5.  It should be avoided, as much as possible, to build an annex in an open space or completing an existing building. Rather, the annex proposed by the projects and maintenance department shall be built inside the borders of the existing house.
  6. The house should be owned by the applicant or one of his first degree relatives in cases of the disabled and the elderly. It is important to get a written declaration from the owner of the house stating that there is no objection to implement the required service to the house. The applicant should be a permanent resident of the house.
  7. The cost of the required works shall not exceed the amount of (7000) seven thousand Omani Riyals for maintenance and renovation and the amount of (9000) nine thousand Omani Riyals for building the annexes as a maximum.
  8.  The disabled applicant should be more than (15) years at the time of application. The circumstances of his disability shall require an independent annex.     
  9. Excluded from item (5), it may be possible, upon the approval of the Minister or Undersecretary, to build the annexes in open spaces for the cases that are not applicable to the eligibility conditions of the Ministry of Housing provided that the Ministry shall not bear the expenses of connecting electricity to the building, the costs of designing the maps and all the credits required from the competent authorities provided that the case is subject to the conditions stated in these regulations.
  10. In all cases the number of the family members should be considered when it comes to the capacity of the house.
  11.  All employees assigned with preparing the reports and social investigation must consider all the aforesaid details and verify the eligibility conditions and complete all necessary documents before forwarding the application to the Undersecretary.     

Required documents:

  1. A medical report clarifying the type of disability
  2. Salary certificate (if he is from the underprivileged families)
  3. Security card (if he is from the social security families)
  4.  Disabled card
  5. The requisition letter to build an annex or conduct maintenance for the house
  6. Social investigation of the applicant   

Description of service procedures

  1. The citizen submits a requisition letter attached to it the required documents to the nearest social development department to apply for the service.
  2. The competent employee conducts the social investigation on the citizen. If he meets the requirements, his application shall be forwarded to the Ministry’s Undersecretary to study the issue.
  3. If the document is intact, the Undersecretary shall approve it. Then the document is immediately forwarded to the Director General of Administrative and Financial Affairs and then to the Projects Director.
  4. The Projects Director forwards it to the competent engineers so the engineer would visit the family and evaluate the maintenance works.
  5. The engineer should prepare the specifications of the technical works for maintenance or construction.
  6. The engineer forwards the issue and works to the nearest social development department to the applicant to request for quotations and refer them to the projects department.
  7. The competent engineer who is working in the projects department shall study, analyze and forward the quotations to the director for approval.
  8.  If there is no financial credit, the request shall be kept in the waiting list till the financial credit is available.
  9.  If the financial credit is available, and upon the approval of the Director General of Administrative and Financial Affairs, the Projects Department shall prepare the contractor’s agreement and issue the operation order after signing the contract so the contractor can start the maintenance or construction works where he should abide by the period specified in the operation order and the existing work regulations.       

Time for getting the service:

The applicant shall get the service from the date of awarding the works to the contractor, i.e.,  from four to six months.
